This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) applications, technology service providers, including relations with the Governor’s Office of Information Technology (OIT), and vendors. The Division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support of Department-wide operations, maintenance, modernization, and implementation of new IT systems. This Division is designed to assist the entire Department with innovating and maintaining the technology that supports the missions in a strategic, interoperable, and secure fashion.

Description of Job

This position is accountable for achieving the agency’s Information Technology (IT) objectives by translating the Department’s vision, mission and strategies into actionable strategic plans to enhance efficiency, effectiveness, and cost-savings through IT activities that have Department-wide impact. This position oversees the initiation, progress, risks, and prioritization of Department-wide IT efforts to make sure they are aligned with CDEC strategic goals, statewide IT strategy, and industry best practice. The position serves to manage and oversee the effective use of resources by ensuring business and technology resource deployment and requirements are aligned and capitalize on CDEC strategic goals. This position proactively promotes new solutions and opportunities for technology and process improvements to enable effective business outcomes. This position influences, coordinates, and facilitates agency-wide product/process innovation and product/process development activities (e.g. evaluating internal/external capabilities, identifying performance strategies, creating product/solution strategies). This position leads a team helping solve complex business technology issues from shaping and strategy to execution.

What you’ll be doing:

  • Provides leadership for a diverse range of technology-related projects. Acts as a central point of contact for technology applications that are used department wide.

  • Works in partnership with CDEC Leadership to identify, develop, and rollout new technologies, processes, and initiatives that advance the Department’s mission.

  • Promotes the adoption of modern technology practices through teaching, coaching, and knowledge sharing.

  • Identifies opportunities, within existing technologies or in new spaces, where technology and/or process improvement positively impacts programmatic, Division, and Department objectives.

  • Facilitates the gathering of project requirements from various business users and technical staff members and oversees that there is development of written specifications and potential solutions.

  • Manages the day-to-day operations of direct staff and their related business applications including the oversight and management of specific projects, staff, and deliverables.

  • Accountable for the successful implementation of program-related technology and innovation projects leveraging project management skills to ensure execution excellence.

  • Creates structures, processes, and policies so that innovation can happen organically in the Department.

  • Analyzes business processes in the Department for inefficiencies and inadequacies. Makes recommendations and approvals for solutions or improvements that can be achieved and attained through new technology or alternative uses of existing technology.

  • Advises leadership, staff, vendors, and partners on OIT policies, procedures and requirements and how they influence CDEC technology and operations decisions; ensures programs or units are in compliance with established OIT and CDEC policies and procedures.

  • Advises leadership, staff, vendors, and partners on the formulation and administration of current state, strategic planning, and emerging and new technologies.

  • Supports innovation within existing technologies and in the upgrade or replacement of those technologies. Provides consultation in the development of technology, business policies, and procedures, and oversees/ administers the CDEC IT Strategic and Operations Committee (ITSOC).

  • Acts as internal consultant by analyzing current state of technological solutions, develops and maintains 5 year road maps, and recommends technology and/or process solutions for issues relating to assigned program or product owner area.

  • Prepares and maintains purpose-specific internal and external reports (e.g. status of current agency-wide initiatives, highlighting effective implementations, areas of opportunity, asset related information, etc.).Assists with developing, coordinating, and recommending changes for the improvement of workflow in the Department, program, or unit.

  • Researches trends and issues to advise Senior Management on impacts, risks, and recommendations for industry best practices, including leading edge innovative technologies, and enterprise opportunities.

  • Act as the project leader or a consultant, for business technology initiatives.

  • In partnerships with OIT, develops or garners demo’s of proof of concepts for solutions and answers to users difficulties, determines the technical and operational feasibility of the solutions, as well as estimates the costs to develop and implement the solutions.

  • Has a balanced mix of business and technical knowledge and acumen, interviewing and analytical skills and a good understanding of human behavior.

  • Conducts lessons-learned on technology implementations and provides recommendations for future implementations.

  • Assists with IT solicitations for services and products, providing insights, and setting standards to ensure accessibility, security, staffing needs, technology performance testing, UAT, acceptance criteria, human-centered design, etc. are included in contracting efforts with vendors.

  • In partnership with the BITS Director, contributes to the development and implementation of the Division’s strategic goals and objectives, as well as the overall technology strategy for the Department.

  • Supports the strategic planning process by facilitating or setting forth work plans, timeframes, objectives, measurements and identifying the individuals or teams accountable to implement work plans.

  • Lead CDEC in asset management efforts for budgeting purposes, tracking and managing lifecycle of IT assets, and setting standards for software used Department-wide.

  • Ensures consistent and ongoing communications around IT initiatives, with internal and external partners, and ensures CDEC alignment by planning, managing and conducting the ITSOC meetings.

  • Assists in developing and overseeing the execution of technical roadmaps including the CDEC/OIT 5-year Roadmap.

  • Actively supports refinement of performance measures and actively works to improve the performance of the BITS Division.

  • Oversees and leads projects that assist in meeting the Department and BITS Division performance goals and/or overcoming obstacles to meeting them.

  • Provides data, information, analysis and recommendations to the BITS Director regarding strategic goals, objectives and procedures to ensure optimal effectiveness, efficiency, and service quality.

  • Serves as the BITS leading subject matter expert for agency-wide business innovative technology initiatives and primary liaison with OIT for Department-wide initiatives.

  • Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.

  • Establish work schedules, review and approve worktime and absences.

  • Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.

  • Recommend promotions and changes in pay, submit personnel or position actions.

  • Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.

  • Identify training and developmental needs, and provide training as needed.

  • Provide feedback and coaching, write performance plans, and sign performance evaluations.

  • Perform other duties as assigned

  • Review and recommend new or revised internal operating processes and procedures.

  • Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant profession. Represent CDEC on various standing or ad hoc committees.
